How Google Ads Conversion Tracking Works — and Where It Breaks

Conversion tracking records what happens after someone clicks your ad — a purchase, a form, a call — and reports it back to Google Ads:

it is the signal Smart Bidding uses to decide what each click is worth. In Google Ads conversion tracking, that signal can come from two sources. The Google Ads tag, delivered through the Google tag, records conversions directly and credits them to the date of the ad click. GA4 key events can also be imported, but GA4 reports them on the day they happen and applies its own cross-channel attribution, so the two will never match exactly. We usually make the Google Ads tag the primary source for bidding and keep GA4 for analysis.

Enhanced conversions close the gap that browsers and blocked cookies create. When a customer checks out or submits a form, the tag sends a hashed (SHA-256) copy of first-party data such as an email address or phone number, which Google matches to signed-in accounts to recover conversions it would otherwise miss. Consent mode works alongside it: it tells Google tags whether a visitor accepted ad and analytics cookies, and lets Google model conversions for users who declined. For European traffic, sending consent signals is needed to keep full access to measurement and audience features.

Lead-gen and B2B accounts need one more layer. A form fill isn’t revenue, so we capture the click ID (GCLID) or use enhanced conversions for leads to send qualified leads, booked calls and closed deals from your CRM back to Google Ads as offline conversions. Phone calls get the same discipline: calls from ads and from your website are tracked with a minimum call length, so a ten-second wrong number never counts as a lead.

The errors we fix most often: purchases counted twice because a GA4 import and the Google Ads tag are both primary; lead forms set to count every conversion instead of one; thank-you pages that refire on reload; missing transaction IDs and order values; and micro-actions like page views marked primary, which teaches bidding to chase cheap, useless traffic.

How do I set up Google Ads conversion tracking?
In Google Ads, create a conversion action under Goals, choose the source (website, app, phone calls or import), then install the Google tag and event snippet on your site, directly or through Google Tag Manager. Set the value, the count setting (one or every) and the attribution model, then test with Tag Assistant. The hard part is deciding which actions should be primary and making sure nothing fires twice.
For bidding, the native Google Ads tag is usually the better primary source: it credits conversions to the click date and works with first-party data matching. Imported GA4 key events are useful for engagement goals and cross-channel analysis. Setting both as primary for the same action double counts it. Expect the two reports to differ, since they use different attribution and date logic.
Enhanced conversions is a Google Ads feature that sends hashed first-party data, such as an email address or phone number collected at checkout or on a form, along with the conversion. Google matches it to signed-in users to credit conversions that cookies alone would miss. The data is hashed with SHA-256 before it leaves the page. Enhanced conversions for leads applies the same idea to leads you import later.

If you get visitors from the European Economic Area or the UK, yes: Google expects consent signals for that traffic before it allows full use of measurement and audience features. Elsewhere it is still worth implementing, because cookie banners and privacy laws limit what tags can observe, and consent mode lets Google model the conversions it cannot see directly.
Usually double counting. Common causes are a GA4 import and a Google Ads tag both set as primary, a purchase tag that fires again when the confirmation page reloads, missing transaction IDs, or view-through and cross-device conversions being compared with backend orders.
